Does Mark Meadows believe this was part of his official duties?

Mark Meadows, Donald Trump’s chief of staff, has been indicted in Georgia for his role in trying to disenfranchise thousands of Georgia voters by by participating in Donald Trumps’s conspiracy including asking the Georgia Secretary of State to violate his oath.

Does he actually believe this was part of his his official duties?

His filing to remove his trial from a Georgia court to federal court says so. Here is the brief quote from a Politico article on this petition :

In court papers filed Tuesday, lawyers for Meadows argued that the case against him should be moved out of Georgia state court so that Meadows can argue in federal court that he is immune from the prosecution under the U.S. Constitution. The charges against him, his lawyers said, amount to “state interference in a federal official’s duties” in violation of the Constitution’s supremacy clause. Meadows intends to file a separate request for “prompt dismissal” of the charges, his lawyers added.

Does anyone really think that part of official duties in the White House was to participate in a criminal conspiracy?
