President Harry Truman said “The buck stops here”

What did he mean by this?

According to the Truman Library which provided both the image and the explanation:

The saying “the buck stops here” derives from the slang expression “pass the buck” which means passing the responsibility on to someone else.

In other words, the President is ultimately responsible for what happens in his administration.

In contrast, President Trump takes no responsibility.

No responsibility for the failures in his cornavirus testing program.

No responsibility for the people who poison themselves with disinfectants on his advice.

No responsibility for over 170,000 deaths. After all, that responsibility belongs to the governors.

Before he was in charge, his opinion was very different

Leadership: Whatever happens, you’re responsible. If it doesn’t happen, you’re responsible.

But then, we had better leadership in those days.
