Trying for less than a half-promise kept but the Wall will cost

Is this a half-promise kept and half promise broken? Candidate Donald Trump and President Trump have repeatedly promised to build a big, beautiful wall on our southern border that Mexico will pay for. Much to his apparent surprise the Mexican government does not agree. But he continued to promise that both part of his promise would be kept.

After it became apparent to him that the Mexicans would not pay either directly or indirectly and the check from Mexico has sill not arrived in the White House mailbox, he decide Americans would foot the bill and so far he had shutdown the government 3 times in his quest for billions for the taxpayers to start his project. I’m not sure of the total but it is big.

Since Mexico not going to pay, at least half the promise is broken.

I actually think it is much worse. To use an analogy, it is as if I promised you a free new car for some occasion. Then when that occasion came around I said it was yours if you paid the full price for it. I would say that is much closer to a fully broken promise than a half-promise kept.
