Non-recusal recusal of Jeff Sessions

The non-recusal recusal of Jeff Sessions makes one wonder what recusal means. I thought it meant not participating in an official action. But that is apparently not what it means in the Trump administration.

About 2 months ago Jeff Sessions said

…I have decided to recuse myself from any existing or future investigations of any matters related in any way to the campaigns for President of the United States.

The firing of FBI Director James Comey happened as a result of Attorney General Sessions’ recommendation. The official reason was Comey’s handling of the invesigation of Hillary Clinton’s emails during the campaign for President. Many think the firing was really because of Comey’s investigation into the Russian interference in the 2016 elections and possible collusion.

In either case, Comey’s actions took place or were relate to the campaign for President. Should Attorney General Sessions been involved. When is a recusal not a recusal?

Is this a non-recusal recusal? And what does that even mean?
